Assigning user a static ip with a Cisco VPN Concentrator 3000

how do i configure one specific VPN user with a static ip address on our network, every time they connect they get a different ip address from the DHCP address pool. do i need to create and modify a separate group for them to be a member of? what specific options do i need to check or uncheck to get this to work, in the user configuration it has the option for me to enter an ip address assigned to that user, which i've done, but it does not take when the user logs on via the vpn. they need a static ip as they have their own instance of oracle running, which flips out when the ip is changed every time they connect.
