Is there a way to assign multiple resources to one task and only have one resource work on the task, while the other available resources work on the next task and so on.
 
Yes, there is a way ... but why would you assign a resource to a deliverable when the resource isn't doing anything to create the deliverable?
 
I am wanting the schedule to determine who is available for the next task instead of me trying to determine who is available and when. It is a complex schedule and assigning resourses manually would be complicated.
 
Sorry, but Project will never make decisions about which resource is "available" and make an assignment. You may assign resources and then use the Resource Leveling function to delay tasks that cause overallocations.

If using Project 2010, you can see immediately when an overallocation is created at the task level.
