The ARS is for least cost routing/resiliency. The difference is that the ARS is used for anything you pass out to a line but the system short codes should be used for internal handling.
For instance this is where you would add you "@SBCIPAddress" for SIP trunks, or line providers LCR code so that all calls to the lines route correctly.
