I'm starting to build servers at work and learning about all the components and their purpose. I was asked what an Array Controller was and I was unsure! Can anyone tell me what an Array controller is and what is its purpose?

In brief, an array controller controls several disk drives at one time, for either improved performance (speed) and/or data integrity.
 
Better spend a few days doing research/understanding before
purchasing

Have built about 24 servers in the last couple of years, all state of the art.

Description of raid

You want either an Adaptec 2 channel 2200s, or a Lsilogic MegaRAID SCSI 320-2 ( $ 450., purchased from Lsi directly as an "Evaluation" board). From reviews the Adaptec is faster
Definitly get ultra 320, 2 channel controller, not a single channel, unless your array will be under 100 Gig

Motherboard and case...
supermicro, not cheap

Seagate scsi drives, Cheetah 10k rpm or 15krpm

If you supply more info about needed array size, ram requirements, cpu speed etc., you will get better replies
