ARP cache problem with teaming software

I have two network cards in my computer and software that handles teaming... however, there seems to be an issue with the ARP cache on the PC. When I test the setup for failover, the computer icons in the tray show the secondary NIC becoming active but there is no connection. Pinging the switch fails and I can not open the switch's configuration file through Internet Explorer. The setup is just two NIC cards with cables running to the same switch to test the failover. After I pull the cable out of the switch to break the connection, comms are lost to the switch. However, if I flush the cache on the PC, comms are restored. Another interesting thing is that when I run Ethereal to see packets over the network, the failover runs fine. It only works when Ethereal is capturing packets on the virtual adapter. Does anyone have any ideas what is going on?
