apply group policies to terminal server only

Heres my setup: 1 win2k3 server setup as a DC and a application mode Terminal Server. I already have a lock down policy for the terminal server but I dont want the lock down policies to apply to domain users when they log into their workstations.
I have another copy of win2k3 server on the way and it will be the new DC. I need a temporary fix for a few users that log into the domain.
