Application dial rules for Webex connect /Attendant console

Trying to set up app dial rules for these applications.

For 10 digit external calling I have the following defined but it does not work. Our access code for external dialing is "9".

Number begins with= blank

Number of digits = 10

Total digits to remove = blank

Prefix with pattern = 91

neither program will comple the call if I dial for example 617-555-5555. Any ideas why this would not work?
