??????? Appears in window titles and dialog boxes

I've noticed lately on a Win2K desktop (Dell Dimension) that was upgraded from Win98SE, once in a while dialog boxes will be filled with ?????????, especially following file names. And window titles will contain ??????? as well.

Has anyone run into this and tell me what the cause is and how to get rid of it?
