I'm not sure how successful this would be -- during the logoff/shutdown process, Windows is busy killing processes. If you try and start a new one, I suspect it will be spectacularly unreliable -- some days it will run to completion, other days Windows will kill it before it's done.

What you can try to do is get the shutdown button hwnd and then the mouse gets over it the execute your app, or in the shutdown dialog, but as chiph said windows is killing processes.
