App. running much slow in XP

Besides mouses problems, after upgrade to XP i notice my app. is running much slower than others Windows versions ( 9X and ME ), being created a shortcut or openning a DOS Box - with COMMAND.EXE or CMD.EXE. Is ther something we can configure in XP to increase DOS performance ?
