APIPA

I have a workstation on the network that I cant change the APIPA for i have tried release renew , ive tried static, and I have tried a new NIC new patch cables...... It tells me that the DHCP server is unavailable. Any solutions.
 
Suggestions:

1. Check for software firewall and disable them.
2. Reinstall TCP/IP protocol.
2. Aplly latest service pack.
 
Actually was just a bad port on switch, I have seen so many browser hijacks lately that I skipped the obviouse. Thanks for response
