when you publish the flash movie it is embedded in an html page. In the sense that you want it to be a background presumably with something over it then im afraid that will not work. the flash movie is an embeded object.
However, you can export or publish as a animated gif, however you lose all of your actionscript. Useing CSS and/or layers you may beable to pull of the look that it is the background, by embeding it in the layer under the text. Other solutions might be xhtml and/or dhtml, but none of these techniques are standard (yet), so you'll get people complaining about not being able to veiw the page because the browser isn't up to date.
