Funny you should ask. I've struggled with this in the past, but because you asked, I retried my Dell 2350 and lo and behold I could see both my D: (CD-ROM) and E: (CD-RW). Could access the D: drive, but not the E:. So half-a-loaf, can't burn. Perhaps someone else has figured this out.
Hmm that is interesting I think in your case I would try to swap the master slave settings on the CD drives. It shows there must be a way. Maybe using the old Autoexec config system of 98.

Safe Mode by design only loads the minimal amount of Services and Drivers for a very basic operation and as such the CD Burning drivers will not be loaded or the writing software function.

Thanks Good link interesting that says it will load CD however generally I have found this not the case. When I am opeating on a non starter the advantages are obvious but i will look into the registry.

You probably can explore the CD, but not install anything from it, as the Windows Installer Service is not running.
Have a look at BartPE and see what that can do for you.
You might be able to make use of BartPE (a mini XP self contained on a bootable CD and run from CD) which includes virus scanners and some CD Burning software via plugins.
You can do the same with XP. Don't install any unnecessary programs just some virus scanners or burning software, keep the parallel installation as simple as possible.
