Any idea of how to lock a window tight to its position?

I have to prevent a window not only from being resized, but also from being moved.
It's very complicated according to MSN:
Make a non client hittest, and receive HTCAPTION and re-direct it.
As well system menu entries have to be hidden.
Has anybody done this before woith BCB5?
