Any help on Kari's Law compliant for Samsung OS7400 and DS616???

I am trying to update a couple of our Samsung systems to be Kari's Law compliant. This allows 911 calls to work regardless of pool codes or direct dialing. For example... if you have a system that requires you to dial 9,8,7.... to get an outside line the user can dial 911 and it still reach emergency services instead of absorbing the first digit as a pool code for the outside line and giving an invalid option or only accepting the 11 after dialing 911.
