Annoying baloons 1

Edit Registry Settings

User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ExplorerAdvanced]
Value Name: EnableBalloonTips
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
 
The most simple way:
Open My Computer. Go to Tools then choose Folder Options,
click view tab, scroll down to the bottom and uncheck "Show pop-up description
 
These steps disable all Notification Area balloon tips for a user. There is no way to disable balloon tips for specific programs only.

You should see the Windows Update icon in the Notification area however, unless you have it set to "Always Hide".
 
Try this:
Right click Start button - Properties - Start Menu - Customize - Advanced - Uncheck 'Help and Support'
(This will eliminate baloons from the Start Menu. The 'My Computer...' procedure mentioned before by coakerb will eliminate square pop-up descriptions)
