Annotating an image in a form

I have a client that would like the ability to, for any given displayed record on a form, annotate a graphic that is displayed and save the results for that record. Ideas for doing this range from

1: try to find a way to define a text box 'over' the image, so they can type into the area, but not completely obscure the image.

2: make the image part of the record, load it into the form and by clicking on it, bring up a simple tool (paintbrush?) that would allow some annotation (text with arrow pointers).

If anyone knows of how to do either of these ideas, please respond. I think they would prefer idea 2.
