i have programm to a user A to use annonce to all users in the ip-office 412
when A make a annonce users don't listen any things

Please let someone with a bit more knowledge of the English language post your question.

Otherwise you keep us guessing what you try to accomplish.
Depending on what day it is (for PG everyday ending with an ..y)this will result in silly jokes.
