Animated Gif

I have a html file with some java script that runs in the background to give the appearance of stars moving across the screen. I then have some wordart images and an animated Gif file that I inserted in layers on top of it. For some reason however, I cannot get the gif file to animate and Frontpage won;t allow me to put any dynamic effects on the text due to the javascript. Does anyone have a solution to either of these problems?
