anchors and link color

Hi--My anchor color is the visited link color--always--but the links on the page are the correct link color until clicked--As soon as you click to a page with anchors, all the anchors look like they've been visited--Here are two pages that should show the problem--Thanks

I think this action is intentional i.e. all the links change colour because they all point to the same page. Since clicking one link takes users to the programs.htm page, all links pointing to that page will change colour too. I dont think this is a problem with your design, just the way browsers work i.e. they dont seem to differentiate between anchors. I've seen this on other sites too.
