Is it possible to take an analog COT line and use it on a digital phone via a Universal Trunk Card?

yes, a couple of ways... add it as a pvr, or just use it inbound, rdb auto = yes and on the cot, atdn = the dn of the station.. pvr gives it outbound as well

If the phone is connected to a digital card then you can Auto Terminate the trunk to that phone. But to just hook the phone to the trunk card no way.

You could create a private route in ld 16.
Build the a trunk in ld 14 using the TN of the port on the universal trunk card. Give it a prdn.
Then in ld 11 create a key as follows:
key 1 pvr "prdn defined in ld 14
