An exception occurred Err

Hi,
Running CR 9 with asp files on win2k server.
Every once in a while when the users try to watch the reports by web they get this err massage: "Error Occurred Reading Records: An exception occurred".
In order to let them start working with the reports again I need to unload the Dlls on the web server.
What is the problem?
Is it connected to the number of concurrent users?
