Allow users to enable and disable network connections

I have a stand alone 2K pro laptop. Since my techs will be working from two seperate networks at different locations, I need to give standard users the ability to enable and disable network connections. I know admins have this ability but I am having problems granting permissions to standard users.

Any help would be appreciated. Thanks in advance.
 
GOT IT !! I think,,

Under goup policy, Users and computers Network, there is a policy that will allow users to enable and disable network connections. I looked 100 times but never noticed. This should fix my problem.

Thanks anyway, and maybe this post will help someone else.
