Allow permission to start/stop services

Is there a way to permit a user to start/stop services in Windows XP without granting everything associated with putting him in the Power Users group?

 
Use your group policy editor. Start, Run, gpedit.msc. Look at the Administrative Templates section of the local machine.
 
I didn't see anything there that specifically allows a user to start/stop services. Do you know the full path?
 
Local Computer Policy/User Configuration/Administrative templates/Windows Components/Microsoft Management Console/Restricted/Permitted snap-ins/Services

I don't know if this is the one, but it's the closest I could find
