All Users Desktop Icons not showing

I have a GPO that locks down the desktop for my Citrix servers. For some reason, icons that I place in the "All Users/Desktop" do not show up for the users. I have double-checked the rights and they do have rights to that directory and the "All Users" profile.

I know I must have turned this "off" somewhere, but cannot seem to find it (I've check the GPO line by line).

Can anyone give me a hint as to why or where the system is setting/blocking this?

The policy is called 'Remove Common Program Groups from Start Menu' located under the User Settings - Administrative Templates - Star menu and taskbar area.
