All-user access to System Tools

On an XP machine, I’d like to be able to give all users access to System Tools, such as Backup and DeFrag, etc. I can’t find where to do this; I’ve looked through the Local Policy settings, etc, to no avail. Anyone got any clues?

What you will need to do is set your users up in the Administrators group (or try power users group first)> I *believe* defrag, etc takes an admin account to run. Probably the same with the other system tools you mentioned.
