ASA will do that... though only as often as you poll the PBX. So OSS dials on Major and minor... select that.. poll every minute.. or 15 minutes etc... but you might get more than you want. Meaning, it's not smart as in you would get the same one over and over.
Can hurt to try. It's in the Fault and Performance section of ASA "Monitor Alarms".
