Ajusting AGP latency

My problem involves VLC video player slowing my system to almost nothing for 1-2 minutes after it starts sng up. This is caused, I am almost certain, by my PCI raid0 setup having to low a latency. Normally it wouldn't, but my AGP ATi 9200 has a latency of 248 while the Raid card has a latency of 96. I have tried to ajust my AGP latency with the utility "PCITIMER" without success.

Any help?
