Aida32 showing CPU useage at 80% but nothing runing?

I have loaded Aida32 onto a Win98SE system and it shows the CPU Utilization as 80% but nothing is running.

I have checked the system for spyware and virus's but found nothing.

Does anybody have any ideas where else I can look.

What is running when you do a Ctrl-Alt-Del on the Desktop?

Also, did you update and run Spybot, Ad-aware, and CWShredder to remove any spyware?
If so, then run Hijack This, and submit what it reports.
