After every 'merge' 4600 internal phones restart

Anyone ever seen an issue where all 4600 phones connected internally restart after every Manager 'merge'? We have phones externally connected via a VPN and they continue to work but all internal phones automatically restart as soon as the 'merge' process is finished. Thanks
