advice project manager given access to production environment

Can anyone tell me how other web software development companies work in terms of project manager given limited access to production environment. PM is only given read/write to the root directory of the web files and access to the database.

Or does the pm give all necessary files to the server admins to update web apps;pm has no access at all.

I would post this in the project management forum but it is "relativley dead".

What is everyones experience/input?
 
In the past, I've seen project managers with read-only access to production. If they want to change something, they'd have to write a script (or find someone else to write it), and pass the script through the usual approval process for making ad-hoc changes to customer data.

what was the "approval process" and who made the changes following the "approval process".
