Advice on Cisco 2948g L3 Switch

We would like to due rate-limiting for our student housing. Giving each assigned port a specific amount. If I have read the docs right the 2948 seems to fit the bill. Does anyone know if it require the routing capabilities turned on to do this or can it be done at the layer II level.
