does anybody know of an advertisement agency that provides adverts that appear in a new layer?

could you please expand on your meaning of a new layer?

There are different interpretations - e.g. new frame/z-index/window - so it will help if you could elaborate.

they're usually flash things, with a 'click here to close' built in.
