The only fixed configuration ADSL routers are the lower-end ones such as the 827 or 837 routers. I say lower-end but compared to the 2500 series these are quite powerful routers. The 2500 series routers have no slots for inserting any modules so there is no option here. The next router up is the 1600 series where you could add a WIC-ADSL module. After this there is the 1700 series and 1800 series then you are into the bigger routers such as the 2600, 3600, 3700 & 3800.
As far as I know the only ADSL modules Cisco manufacture are the WIC-ADSL ones so with a 3600 or above you would need a module to install the WIC module in as well.
