According to this article ( DBO Express is now provided with Delphi 6 Enterprise and Professional editions. You simply need to upgrade.
(Actually, now that they're now including DataSnap with D6/Pro, this becomes more attractive. I do believe you'll need Update2 first, though you can only obtain this a) after you've registered and b) using a Javascript enabled browser.)
