AdminTemplate not being applied

I've created a custom admin templte which writes our domain name to HKLM\software\Microsoft\Windows NT\Winlogon\DefaultDomain so that users don't have to select the domain name when they press CTRL ALT DEL. However, it seems that this it's not working. If I log on locally and then restart, the log on to box remains as the local computer rather than the domain. The policy is within the scope of the computer and shows up fine when I run RSOP. Anybody got any ideas why this might be happening?

Just an update on this, I've discovered that this setting is only not being applied on initial startup. When the PC starts up, the Logon To box is local computer. If I then telnet to it remotely (witout logging in from the console) and do a gpupdate, when I go back to the console, the value has changed to the domain name. Likewise, if I log on locally, the value in the registry is the name of the computer, but if I run gpupdate, the value changes as expected.

So, like I said, it looks like he value isn't being applied for some reason at initial startup, this is the only custom admin template that's applied at computer level - anybody have any ideas why it's not being applied? The PC is service pack 2 but windows firewall is disabled troube domain profile (and this is actually being applied). However, one thing I've noticed is that I can't ping the PC after the computer policy is applied until the user presses CTRL ALT DEL (they don't have to actually log in). Maybe this is related? I've set the firewall policy on the domain to not configured and then changed it to off manually, but my DefaultDomainName policy still doesn't get applied at startup.

Anybody got any ideas, would really appreciate some feedback on this
