Administrators group permissions.

Good day wherever you are !!!

I have two groups created in our domain "SecAdmin" and "SystemAdmin". Both are members of administrators group. I would like members of "SecAdmin" group be the only one that could manage the "SecAdmin" and administrators groups. I mean one member of "SystemAdmin" can not create a user and add it to any of these three groups and neither reset a password of a member of these groups.

How can I do it ?
