Having some confusion with a new install of Exchange Server 2003, running on Windows Server 2003. It seems to be installed and running just fine. But attempts to add an Exchange Server account onto Outlook won't let me add any of the users, except Administrator, which works fine. I already checked, and there are mailboxes for the users. Any ideas?

Can you access the mailboxes via AD Users and Computers? Meaning can you see permissions on their mailbox or even look at the email address?

Found it. For some reason that I can't figure out, 80% of the Exchange Services were stopped. Restarting them seems to have done the trick. :)
