administrator and lockout policies

With lockout policies enabled, will the administrator account also be locked out if there is an attempt at entering the network with that account?

Also, the domain has win98 clients with 2000 servers. Setting up security (password restrictions, account lockout, user rights, etc) for the domain to affect all clients would be done in the domain security snap-in?
