They are alway there !?!?
See Control panel.
Or, right click the taskbar - properties - Start Menu - Customize and check the "display Admin tools"

O, now I see, he wanted the Admin Tolls for the server, hmm, should have said so!

I don't know which tools you need, but when I need
admin tools, I share W2K Server CD and execute
\\share\I386\adminpack.msi

If you don't need all, there is a note in technet (314978)
If you have not it, do the following:

open a cmd and set your current dir at
\\share\I386\ (or on I386 on CD on machine )

msiexec /i adminpak.msi ADDLOCAL=Abbreviation /qb

substitute Abbreviation with one of the following:

FeCERTConsole Certification Authority
FeClusterConsole Cluster Administrator
FeCMAKConsole Connection Manager Administration Kit
FeDHCPConsole DHCP
FeDFSConsole Distributed File System
FeDNSConsole DNS
FeIASConsole Internet Authentication Service
FeIISConsole Internet Services Manager
FeACSConsole QoS Admission Control
FeRSConsole Remote Storage

Can't use 2K admin tools on XP. Need to download the tools from M$.

"You cannot install the Windows 2000 Adminpak.msi file on Windows XP-based clients or on Windows Server 2003 family-based computers. These tools no longer work on these platforms and are not supported. Please use the Windows Server 2003 version of the Administration Tools pack."
