Administrative Mixup

After installing various updates and patches to my W2K machine with Windows Update one of my two administrative accounts lost the ability to access Internet Options in Microsoft Internet Explorer telling me to contact the administrator (even though it's an administrator account.) My other administrator account can get to Internet Options just fine.

So my question is how can I restore my other share's ability to access Internet options?

OR, if Microsoft has made that impossible, migrate all my programs, files and saved email messages over to the Administrator account that has full privledges? So I can just use that as my default logon.
