Admin Tool Installation on SP3 Pro

Anyone face this problem? I have a notebook running W2K Pro with SP3. However I can never seem to install the ADMINPAK.MSI onto the notebook. I'm always getting a Windows File Protection error with error 1933 and the ADMINPAK.MSI installation would be forced to perform a rollback. A search on M$' website yield nothing.

Any suggestions anyone? Thank you.
