I am trying to set up users so they can install programs on there own machines, in other work give they administrator rights on only there own computers. On a recent install of XP it was one of the questions when setting up the network connection, and it worked great but wha can I do for computers that are already set up?

Just add them to adminstrators group on their local machine.
This sounds like a domain, so you you can do this from one machine if necessary (run mmc & add local users & groups snap-in for each machine).

wolluf,
The solution sounds great, I am not a very experianced Network person though. We are set up on a domain but I will need more detail instructions if you have the time?
Thank You!!

Assuming machines you want to make users local admins on are running. On your machine, run (se, start/run) mmc (starts ms management console). From console menu, chose add/remove snap-in. Click on add button. From list displayed select local users and groups. On next screen, select target computer. Click close button. Then click ok button - you should now have console with Local users & groups showing. Click on groups icon and double click on Adminstrators - you may get prompted for user/password with permissions to work on this machine (if your's hasn't). Click on the add button - should get list of groups & users - select the one(s) you want and ok it. User(s) should now be in list of local adminstrators. Ok it.
Repeat for other machines.
