Admin password & Domain user level

Hi, we just recently deployed a few hunderd windows 2000 pro machine to our domain, well we have run into a few problems, first is there a way for SMS to change the loacl "Administrator" password though SMS to each machine, or will we be forced to log on each one, and is there a way to change domain users to be in the power users group as opposed to the users group through 2000?

Any help is greatly appreciated
