Is it possible to logon as the Windows Local Administrator account while the Welcome Screen logon option is enabled?

Add the Administrator to the Welcome screen. Note: this is true for XP Pro but not for Home.

See "XP Tips"

Then "Enable Administrator to logon from the Welcome Screen"

if the system is XP(Home), press CTRL+ALT+DEL + DEL this will produce the "NT style login screen" allowing the administrator to login

The same approach for xp pro in "welcom screen".
Holding down "ctrl" "alt" "del" opens NT login .

Ahh I believe that you are talking about an XP Pro system being in a workgroup with fast-switching enabled .. because once the system has been introduced to a domain then you will be presented with the normal NT login screen will be at each login ...
