adjusting NCOS settings

I want to alter my ncos 2 setting. at the moment it allows only freephone numbers and two local which works fine. now i want it to allow a mobile and it wont. i have done it the same as for the local which works fine. am i missing something
 
The FRL (Facility Restriction Level) is the part of NCOS that can control access to RLI entries. The NCOS FRL mapping can be printed in LD 87.

MOST of the time the FRL matches the NCOS, but IT DOES NOT HAVE TO!!!

You can either adjust the FRL in the NCTL to be high enough to allow access to the mobile exchanges, or lower the required RLI FRL levels to allow the NCOS callers to hit it.

in load 90, prt the nxx that is allowed example.

then prt the nxx that you want to add to ncos 2?.. the rli will be different, go back through the same prompts with a chg at the req prompt and make it the same rli as a number that is allowed.. likt efleth said the rli sets the frl so making the disallowed nxx the same rli as the allowed nxx will move the nxx from the more costly rli..
