Address book unable to logon

I have a user who gets the following message when they start outlook: "The name could not be resolved. The microsoft exchange address book was unable to logon to the Microsoft Exchange Server computer."
I found the error on Technet (article 269665) but the solution does not work.
Any suggestions?
