Address Book failing to load in OE6

I have a friend who has Win 98 Second edition loaded. Since she began an error message saying " The address book failed to load. OE is icorrectly configured please re-install." This was done but error message still came up. Downloaded IE6 and installed. Same thing happened. Went MS Knowledge base and did all the things they said. Still the same thing.
Deleted WAB files, deleted certain lines as requested from registry, uninstalled ie6, reinstalled. Same thing.
Anybody help.
