Adding Sections

I have a report which needs to be conditionally suppressed according to which section the data is in. This is fine, but I need to add 19 sections, one for each level in the database that the information may be held in.
I managed to add the 1st nine sections, but couldn't add any more. Does someone know how I can work around this?
