I am running a PIX 515, verison 6.3(4), I currently connect 7 locations via IPSEC back to this device. My issue is that whenever I add a new cyrpto map, I have to reboot the pix for the access-list to work for the new location. Is this normal or is there a preffered way to add a new crypto map?

Thanks in advance.

You shouldn't have to reboot after you add a new map. What are you typing?

if you modify the vpn-configuration you have to apply the crypto map to the interface again. after this the new vpn-settings will work/take effect. you do not need to reboot the firewall.

BUT if you apply the crypto map to the interface, all the established vpn-connections will terminate and will be reestablished.
